Have you heard the story about the teacher who asked each student in her class what they had to be thankful for?  A little boy responded, “I’m thankful I’m not the turkey!”.

According to the U.S. Census Bureau, Minnesota is the top turkey-producing state in America, with a planned production total of 49 million in 2008. Just six states—Minnesota, North Carolina, Arkansas, Virginia, Missouri and Indiana—will probably produce two-thirds of the estimated 271 million birds that will be raised in the U.S. this year.

The National Turkey Federation estimated that 46 million turkeys—one fifth of the annual total of 235 million consumed in the United States in 2007—were eaten at Thanksgiving.

In a survey conducted by the National Turkey Federation, nearly 88 percent of Americans said they eat turkey at Thanksgiving. The average weight of turkeys purchased for Thanksgiving is 15 pounds, which means some 690 million pounds of turkey were consumed in the U.S. during Thanksgiving in 2007.

The Thanksgiving tradition, I have often heard, is unique to our American culture and history though other nations have since followed suit.  In spite of efforts to remove “God” from our culture (and from this holiday), this day stands as a special time in which our nation looks to the heavens and gives thanks for its bountiful blessings received (Lam. 3:22-23).  Even though the Thanksgiving holiday did not originate with the Bible, the principle of giving thanks did (Col . 3:15).

Was Thanksgiving established to thank each other (as some suggest today)? or to thank God Almighty.  I think George Washington answers this question in his first Thanksgiving Day proclamation:

“Whereas it is the duty of all Nations to acknowledge the providence of Almighty God, to obey his will, to be grateful for his benefits, and humbly to implore his protection and favor, and whereas both Houses of Congress have by their joint Committee requested me “to recommend to the People of the United States a day of public thanksgiving and prayer to be observed by acknowledging with grateful hearts the many signal favors of Almighty God especially by affording them an opportunity peaceably to establish a form of government for their safety and happiness.

Now therefore I do recommend and assign Thursday the 26th day of November next to be devoted by the People of these States to the service of that great and glorious Being, who is the beneficent Author of all the good that was, that is, or that will be. Florida agents can currently choose between one of two courses which are approved under the 9911 course authority, Senior Suitability.  One of these courses is “Suitability of Annuity and Life Insurance Transactions for Seniors“.

This course was developed for Florida producers to set forth the state’s suitability requirements and suitability standards that apply to annuity sales to senior consumers. To protect the interests of this important consumer group, the state requires that agents conform to specific procedures and obtain certain information before making any annuity recommendation. The course explains these procedures and details the important client data that must be gathered for agents to make informed and suitable product recommendations. It also offers an overview of common annuity products and their features.

NFIP Flood Requirement

Florida agents can take their “Flood” course online.  Here is the course description for the course  “National Flood Insurance Program: What You Must Know (IRMI)”

Standard residential and commercial property policies normally exclude flood losses, due to their catastrophic nature. In response to an overall need for flood insurance, Congress passed the National Flood Insurance Act of 1968. This Act established the operation of a national program for providing this much-needed coverage. The National Flood Insurance Program (NFIP) is managed by the Mitigation Division of the Federal Emergency Management Agency (FEMA). Homeowners, commercial property owners, and residential and commercial renters desiring flood insurance must procure this coverage directly through the NFIP or through the insurer who writes their homeowners coverage in some cases.

This course provides an introduction to flood insurance, focusing on the standard coverage found in the NFIP forms. It is predicated on the recommended outline provided by FEMA for flood insurance training for insurance agents. The course begins with an overview of the NFIP. It then discusses key areas such as flood maps and rating, general rules such as eligibility of the key flood forms, covered property and additional coverages provided under the forms, and the covered peril and other provisions. It concludes with a discussion of the claims handling process, the Flood Insurance Reform Act of 2004, and agent resources.

This course focuses on flood insurance, as provided through the National Flood Insurance Plan. The objectives for this course include providing the student an understanding of the following.

1. The types of floods, national statistics, and loss control measures concerning this peril
2. NFIP background and overview of the program

Hurricane Loss Mitigation

MyCEonline has 2 courses to help Florida P&C agents meet their Hurrican Loss Mitigation requirements online.  Both are approved under the 9910 course authority.  One of these courses is “Hurricane Loss Mitigation and Premium Discounts (IRMI)”.

The purpose of this course is to provide a thorough review of the Florida Comprehensive Hurricane Damage Mitigation Program and the options that are available to homeowners to strengthen their homes against hurricanes and thus qualify for premium discounts on their property insurance policies. The state of Florida requires that all licensed general lines insurance agent and customer service representatives obtain one hour of CE on this subject every two years; this course has been approved for this purpose. Upon conclusion of this course, the student will be prepared to

1. Explain the Florida law mandating premium credits on residential property insurance policies.
2. Identify and describe the various wind-resistive features on a home and recommend improvements that can be made to these features.
3. Explain the availability of residential property insurance premium discounts for hurricane mitigation, based on the type of mitigation work done, the location of the home, and the insurer.
4. Describe the Florida Comprehensive Hurricane Damage Mitigation Program, identify homeowners who are eligible for the “My Safe Florida Home” program, and explain the steps a homeowner must take to receive premium discounts under the program.

Adjusters

24 CE hours, including 3 hours of ethics, are required every 2 year license term (see license term below).

License Term

The license term is the last day of the licensee’s birth month every 2 years.

CE Subject Requirements

• Category restrictions:  Of the 24-hour CE requirement, 3 hours must be in ethics.
• Course presentation: Online and paper self-study
• Study requirements:  Students should read course material prior to completing final exam

Final Exam Requirements

• Exam proctor requirements: Exams are to be monitored by a disinterested third party. The monitor can be any impartial person who is not concerned with the result of the examination or the success of the student.
• Exam Rules: The final exam must be passed with a grade of 70 percent or higher to receive credit. Students have unlimited retakes..

CE Carryover Allowance

Excess credit hours may not be carried over to the next licensing period.

Course Repetition Rules

A course may not be taken for credit more than once within a 2-year licensing period.

Certificate of Completion

WebCE provides online, printable certificates of completion in Wyoming.  Certificate of completion will be available to print online immediately after a final exam is passed. The licensee keeps a copy of the summary report and the original certificates of completion in his or her files for 2 years.

CE Completion Reporting

WebCE does not report course completions to the Wyoming Insurance Department.

License Renewal Process

After CE requirements are met, the licensee may, at any time during the 2-year licensing period, submit to the Insurance Department a completed verification form and copies of all course certificates.

The licensee transfers information from the certificates of completion to Wyoming’s summary report form and attaches copies of the certificates. The summary report, copies of the certificates, and the CE filing fee must be submitted to the Wyoming Insurance Department by the compliance date. Click here for Wyoming Summary Report.

Continuing Education Filing Fee: $30 (This fee is in addition to applicable renewal fees.)

CE filings must be received prior to the expiration of the license. There is no grace period for license renewal or continuing education filings. If you fail to complete and report the continuing education by the expiration date of your license, the license will lapse.

CE Exemptions

• The following are exempt from CE requirements:
• Individuals holding a limited producers license
• Individuals licensed for credit life and credit disability
• Individuals licensed for funeral service contracts
• Nonresident producers.

Final Exam Requirements

• Monitor proctor requirements: Exams are to be monitored by a disinterested third party. Proctors must not serve for examinations of family members, relatives, or dependents; employers or supervisors; employees or subordinates; partners, joint ventures, or co-owners; or anyone in whom the proctor or instructor has an economic or other interest in assuring the successful outcome of the examination.
• Exam rules: Exams are closed book. A 70% or greater is need to pass and student will have unlimited retakes.

CE Carryover Allowance

Excess CE hours cannot be carried over for credit.

Course Repetition Rules

Courses may not be taken for credit more than once in a 2 year license term.

Certificate of Completion

WebCE provides online, printable certificates of completion in Wisconsin. Certificates of completion will be available to print online immediately after a final exam is passed. The licensee must keep a copy of each certificate of completion in his or her file for 5 years.

CE Completion Reporting

Next-Day Reporting – WebCE reports course completions to Sircon every business day.

License Renewal Process

Renewal notices are mailed by the Wisconsin Department of Insurance 60 days prior to fees being due. To continue conducting insurance business in the state of Wisconsin, you must pay the biennial regulation fee. All notices are sent by first class mail to the residence address on file with our office and are now in a postcard format. The law does not require proof of delivery.

*Agents who fail to have the required CE credit hours posted on or before the license expiration date will have their insurance license(s) revoked. Providers have 10 days to report your CE completions, so please plan accordingly to avoid a lapse in licensure.

CE Exemptions

• Wisconsin resident agents who hold an exclusive limited line insurance license for credit, legal expense, travel, and title insurance are not required to take CE courses.
• Nonresidents are not required to supply the Office of the Commissioner of Insurance with evidence of completing continuing education in their home states.
• Nonresidents are not required to complete the Long-Term Care Partnership requirement if they have completed a course in their home state or another state that has a Long-Term Care Training requirement.
• Nonresidents who satisfy the annuity training requirements of another state that are similar to Wisconsin’s law will be deemed compliant for Wisconsin’s requirement.

Limited Lines

Prometric will notify telemarketers and funeral homes in early 2010 of the procedures for filing the affidavit.

Roster Fees

A roster fee of $1.50 per CE hour is required to process course completion hours in West Virginia and will be added to the order upon checkout.

License Term

• *New: The current license term will end on May 31, 2011.  At that time licenses will be renewed for a minimum of two years and the license expiration date will be transitioned to the last day of the producer’s birth month.  To view the birth month conversion chart click here.
• The CE compliance period begins July 1 and ends June 30 every 2 years on even numbered years. The current compliance period is July 1, 2010–June 30, 2012. All resident producers whose original license date is prior to July 1, 2011, must comply with continuing education by June 30, 2012. Resident producers whose original license date is on or after July 1, 2011, (start of the second year of the biennium) are exempt for that compliance period.

CE Subject Requirements

• Category Restrictions: Of the 24-hour CE requirement, 3 hours must be in ethics.
• Course Presentation:  Online and correspondence self study
• Study Requirements: Student should read the course material prior to taking the final exam.

Final Exam Requirements

• Exam proctor requirements: Self-study final exams are required to be monitored by a disinterested third party (i.e., someone with no business or family relationship to the student).

CE Carryover Allowance

Up to 6 hours may be carried over to the next reporting period for those who must complete more than 6 hours of CE during a reporting period. Excess ethics credits are counted as general credits when carried over. Producers are required to complete at least 3 hours of ethics for every compliance term.

Course Repetition Rules

A course may not be taken for credit more than once within a 2-year license term.

Certificate of Completion

MyCEonline/ WebCE provides online, printable certificates of completion in West Virginia.  Certificates will be available to print online immediately after a final exam is passed. Producers keep the original certificates of completion in his or her files.

CE Completion Reporting

Next-day Reporting - WebCE reports course completions to Prometric every business day.

License Renewal Process

Renewal notices for individual resident producers and adjusters are mailed on or about April 1 of the renewal year to the address on record with the West Virginia Insurance Commissioner’s office. Renewals may be online at www.nipr.com or by paper. If a license is renewed online through NIPR, do not send a paper renewal.

Online license print is available from the Web site at www.wvinsurance.gov. License cards are no longer printed and mailed from WVOIC.

Nonresident adjusters who qualified for a license by taking the WV adjuster exam cannot renew online; they must submit the paper renewal form and check.

CE Exemptions

The following individuals are exempt from CE requirements:

• Individuals licensed only for limited lines credit
• A newly licensed individual who received a license on or after July 1 of the second year of a biennium (exempt for the first reporting period)
• Individuals holding limited lines licenses for which an exam is not required
• Individuals holding any limited or restricted license that the commissioner may declare exempt
• Adjusters
• Nonresidents

Life and Health Producers

Flood Insurance

License Term

The license term is every 2 years, based on the producer’s date of birth.

Nonresident CE Requirements

• Nonresident producers selling, soliciting, or negotiating LTC products are required to complete the same special training/education requirements as resident producers selling these products.

• Course presentation: Producers may complete the Washington CE requirements through self-study.  The self-study course and exam can be either paper or online.
• Study requirements: Students should read the course material prior to taking the final exam.

Final Exam Requirements

• Exam proctor requirements: Self-study final exams DO NOT require a monitor.
• Exam rules: Self-study final exams are open book. Producers may refer to the course material as often as needed. The final exam must be passed with a score of 70 percent or higher to receive credit. If the final exam is not passed on the first attempt, students have an unlimited number of retakes.

CE Carryover Allowance

No excess CE credit hours may be carried over to the next 2-year license term.

Course Repetition Rules

A course number may not be taken for credit more than once within 3 calendar years from the original completion date. Course numbers for LTC courses are changed by Washington every 2 years.

Certificate of Completion

WebCE provides online, printable certificates of completion in Washington. Certificates of completion will be available to print online immediately after the final exam is passed. Producers must keep a copy of each certificate of completion in their files for 3 years.

CE Completion Reporting

Next-day Reporting - WebCE reports course completions directly to the Washington Office of the Insurance Commissioner every business day.  In addition to the provider reporting the credits producers must also self-report their courses to the WAOIC.

CE Exemptions

Resident adjusters and producers holding only limited credit insurance, travel insurance, or surety licenses are exempt from CE requirements.

• State Specific Long Term Care Training: If a nonresident producer has already taken the initial 8-hour, NAIC LTC course in a state other than Virginia, they must complete 2 hours of Virginia LTC Partnerships. (Go to the course catalog to order MyCEonline/ WebCE’s Long-Term Care Partnership Insurance for Virginia course, which fulfills this requirement.)
• Ongoing 4-hour LTC training requirement: After completing the 8-hour initial training requirement, nonresident producers must complete 4 hours of LTC training every 24-month period. License Term

CE Subject Requirements

• Category restrictions: Students must take courses in the line for which they hold a license.  For dual licensed agents-A minimum of 8 CE hours must be completed in each license type held and a minimum of 2 CE hours must be in a course approved for laws and regulations.
  • No more than 75 percent of CE hours may come from company-sponsored courses. None of WebCE’s courses are company-sponsored.
• Course presentation: Producers can take courses through Self-Study and Online Programs.
• Study requirements: For Self-Study courses, students must read the course material prior to taking a closed-book, proctored final exam. For Online Programs, no final exam is required, but students must take and pass a series of interactive inquiries or quizzes throughout the course with a minimum score of 70 percent for each interactive quiz.

Final Exam Requirements

• Exam proctor requirements: Self-study final exams must be monitored by a Corporate Training Department, supervisor appointed co-worker, approved test administration service, or a disinterested third party. A test administration service may be a library, Sylvan Testing Service, etc. The monitor cannot be related (by family) to the student.
• Exam rules: Self-study final exams are closed book. Producers may not refer to the course material while the exam is in progress. The final exam must be passed with a score of 70 percent or higher to receive credit. If the final exam is not passed on the first attempt, students have an unlimited number of retakes.

CE Carryover Allowance

Excess credit hours may be carried over to the next compliance period, but hours must be reported in compliance period in which course was taken.

Excess earned Insurance Law and Regulations (ILR) credits may be applied to cover other CE requirements in the current compliance period, and any remaining credits will be carried over to the next compliance period and applied to either the Insurance Law and Regulations requirement or other CE requirements.

Course Repetition Rules

Courses may only be taken for credit once in a 2-year compliance period.

CE Completion Reporting

Next-Day Reporting - WebCE reports course completions electronically to Sircon every business day.

The licensed producer must pay the $15.00 processing fee before credits will be applied to the CE requirement.

The following are exempt from CE requirements:

• A resident or nonresident producer who is at least 65 and can demonstrate that he or she has held any combination of resident or nonresident Virginia licenses of equivalent type continuously for at least 20 years
• A resident producer who is at least 65 and will have held a Virginia resident license continuously for no fewer than 4 years by the end of the compliance period and can furnish proof of having held equivalent license authority continuously in other states for an additional 16 years, for a total of 20 years of continuous licensing
• A producer who is at least 65 by the end of the compliance period and has held a resident Virginia license continuously for the past 4 years as well as holding the same license authority for twenty of the past thirty years in Virginia without interruption by license revocation or commission termination
• Individuals who hold a limited line license, such as credit life/health, travel accident, and travel baggage insurance producers
• Nonresident producers in good standing with their home state CE requirements. Nonresidents are still required to pay processing fee. (See “CE Completion Reporting” section above for processing fee instructions.)
• Individuals may request a waiver with good cause; submit to Pearson Vue
• Individuals who are licensed less than one year at the time of the first CE compliance date are exempt from continuing education for the first compliance period

Licensed LESS than 20 years

Licensed 20 years or MORE

6 CE hours, including 3 hours of ethics, are required every 2 year license term (see license term below). 50% of the required CE hours must be in classroom or approved online classroom equivalent courses. Special Training/Education Requirement

Flood Insurance

Nonresident CE Requirements

• Initial 8-hour LTC training requirement: Effective May 10, 2011, before selling, soliciting or negotiating LTC insurance products in Utah, nonresident licensees must complete an initial 8-hour, NAIC LTC training course approved in any licensed state. (Go to the course catalog to order MyCEonline/ WebCE’s Long-Term Care Programs, Policies, and Partnerships course, which fulfills this requirement.)
• Ongoing 4-hour LTC training requirement: After completing the 8-hour initial training requirement, producers must complete 4 hours of approved LTC training in each subsequent 2 year license term. (Go to the course catalog to order MyCEonline/ WebCE’s Utah Long-Term Care 4-Hour Training course, which fulfills this requirement.)

If the nonresident producer’s home state does not have a continuing education requirement, the nonresident producer must then comply with Utah CE requirements.

Nonresident Independent Adjusters are required to be licensed in Utah. The guidelines are as follows:

• If the resident state DOES license for the adjuster license, we generally have reciprocity with that state and will issue a license based upon your compliance with your resident state. Applications must be completed electronically via SIRCON or NIPR. With few exceptions, paper applications will be rejected and returned to the applicant, un-processed.
• If your resident state DOES NOT license adjusters, the Utah Department of Insurance will issue a license if you either pass our exam or already hold a non-resident adjuster license in another state. In such case, the option to apply electronically is not available. You must submit the NAIC Uniform Application.

License Term

The license term is every 2 years based on the last day of the producer’s birth month.

CE Subject Requirements

• Category restrictions: 50% of the required CE hours must be in classroom or approved online classroom equivalent courses.  Note: A producer regardless of what lines of authority they hold can take any Utah approved CE credit to meet their requirements.
• Course presentation: Online self-study, approved online classroom equivalent or classroom courses
• Study requirements: Students should read the course material prior to taking the final exam.

Final Exam Requirements

• Exam proctor requirements: Monitoring is not required in Utah.
• Exam rules: Exams are open book, and students can refer to course materials to complete the exam. The final exam must be passed with a score of 70 percent or higher to receive credit.  Students have unlimited retakes.

CE Carryover Allowance

Excess CE credits may not be carried over to the next renewal period.

Course Repetition Rules

Courses cannot be taken for credit more than once in a 2 year license term.

Certificate of Completion

MyCEonline/ WebCE provides online, printable certificates of completion in Utah. Certificates of completion will be available to print online immediately after a final exam is passed. The licensee must keep a copy of each certificate of completion in his or her file for 5 years.

CE Completion Reporting

Next-Day Reporting – WebCE reports course completions to Sircon every business day.

License Renewal Process

A renewal letter is sent by the Utah Department of Insurance to every licensee about 2 months prior to the license expiration date. The Utah Insurance Department has mandated electronic renewal applications. Paper renewals are no longer accepted. Please note that the renewal letter received is not a renewal application.

For resident electronic renewals, go to SIRCON.

For non-resident electronic renewals, go to SIRCON or NIPR. Electronic renewal is available 24/7 but must be done before 10 pm Mountain time on the date of expiration. Renewal fees are as follows:

• Individual License Renewal (including Producer, Title, Adjuster, Consultant, Managing General Agent (MGA), Reinsurance Intermediary, Third Party Administrator (TPA)): $75
• Limited Lines License Renewal (Credit, Bail Bond, Legal-Expense, Car Rental, Motor Club, Crop, Self-Service Storage, Customer Service Representative (CSR), Travel, Self-Service Storage): $50
• Organization License Renewal (including Producer, Title, Consultant, Third Party Administrator (TPA), Reinsurance Intermediary, Managing General Agency (MGA), Adjuster, and Limited Lines): $85

*All CE must be posted by the provider before a renewal will be processed. Time must be allowed for this process, therefore we recommend not waiting until the last minute to renew the license.

All appointments and designations will be canceled effective the expiration date if the license is not renewed.

CE Exemptions

The following exemptions are available:

• A producer whose license lapses due to military service, voluntary service for a period of time designated by the person for whom the licensee provides voluntary service, or some other extenuating circumstance, such as long-term medical disability, may be exempt from CE requirements in order to reinstate the license.
• A title producer who is an active member in good standing with the state bar and has met the CE requirements of the Utah State Bar is considered to have met the CE requirements for the Utah Insurance Department.
• Adjusters licensed before April 1, 1970
• Producers licensed before April 1, 1978

Public Adjusters

Multi-Peril Crop Adjusters

24 CE hours, including 3 hours of ethics, are required every 2 year license term (see license term below). Tennessee has category restrictions. See CE Subject Requirements below.

Combination Multi-Peril Crop Adjuster and Life and Health OR Property and Casualty Producers

48 CE hours, including 4 hours of ethics, are required every 2 year license term (see license term below). Tennessee has category restrictions. See CE Subject Requirements below.

Roster Fees

A roster fee of $1.00 per CE hour is required to process course completion hours in Tennessee and will be added to the order upon checkout.

Nonresident CE Requirements

Nonresident producers planning to sell Long-Term Care (LTC) have special training or education requirements as described below:

• Initial 8-hour training requirement: Before selling, soliciting or negotiating LTC insurance products in Tennessee, producers must complete an initial 8-hour training course. • Ongoing 4-hour training requirement: After meeting the initial training requirement, producers must complete 4 hours of state-approved LTC training in every 24-month period following the initial training. Nonresident producers who have completed a Long-term care training requirement for another state will satisfy the training requirements for Tennessee

License Term

The license term is the last day of the licensee’s birth month every 2 years. Licensees who were born in an even-numbered year will be required to complete their CE in even-numbered years.  Licensees who were born in an odd-numbered year will be required to complete their CE in odd-numbered years.

CE Subject Requirements

• Category restrictions: Of the 24-hour CE requirement, 3 hours must be in ethics. Any Tennessee-approved insurance CE course counts toward the 24-hour requirement. Courses can be completed in any license type for credit.
• Course presentation: Online and paper self-study
• Study requirements: Students should read the course material prior to taking the final exam.

Final Exam Requirements

• Exam proctor requirements: Non Monitored Exam – Open Book Exams. You may refer to the Course Material as often as you need to complete the exam.
• Exam rules: Self-study final exams are open book. Students may refer to the course material as often as needed. The final exam must be passed with a score of 70 percent or higher to receive credit. Students have unlimited retakes.

CE Carryover Allowance

Producers may carry over a maximum of 12 excess credit hours to the next license term. However, this carryover allowance does not apply to ethics CE credit requirements. Excess ethics hours will be counted as general credit  Any course hours carried over to the next renewal will be counted as duplicate if the same course is taken again.

Course Repetition Rules

A course may not be taken for credit more than once within 2 calendar years from the previous  completion date.

Certificate of Completion

WebCE provides online, printable certificates of completion in Tennessee. Certificates of completion will be available to print online immediately after a final exam is passed. Producers must keep the original certificates of completion in their files for 2 years.

CE Completion Reporting

Next-day Reporting – WebCE reports course completions to State Based Systems (SBS) every business day.

License Renewal Process

Producers whose licenses are current and who are within their license term may renew their licenses online: CLICK HERE

Your renewal application will be fully posted into the Department’s licensing system within 2 business days. Your license will be sent to you by the state as soon as your renewal application has been fully processed.

CE Exemptions

The following are exempt from CE requirements:

• Limited Lines producers
• Public adjusters licensed less than 1 full year
• An insurance producer who has been continuously licensed since January 1, 1994.
• Nonresident public adjusters who have met the CE requirements in their home state, which MUST reciprocate with TN, are not required to complete CE requirements for Tennessee.

In addition, producers who have been licensed continuously since Jan. 1, 1994, are still required to complete the initial LTC 8-hour requirement, but they are exempt from the ongoing training 4-hour LTC course.
